MySQL has been moved to a new server and it is now responding to IP: 67.15.128.18.
Your scripts will continue to work even if you do not change it because we are proxying the requests to the above IP. But It is highly recomended that you update your scripts to use this IP instead of localhost or the IP of liteserver.

Will this affect logging into PHPMyAdmin?
What is the advantage to changing to the IP is localhost still resolves correctly?
Will this be noted somewhere so people setting up new DBs in HELM will know to use the correct IP instead of LocalHost or LiteServers IP?

No it would not affect anything at all.
The advantage of changing the IP is that you will remove the middle man which is a proxy server and should see improvement in speed if nothing else.
It has also been updated in HELM and it will show you that in Connection Info.

I have only just started using MySQL with WordPress, so I was just trying to educate myself on how this works with the DB on a different server.
